Forward Campbell, who is on loan from the Gunners to Olympiakos and scored against Manchester United in this season’s Champions League, spent last term at Real Betis under Mel.
The Costa Rica ace, 21, joined the Gunners three years ago but has spent the entire time out on loan after initially failing to gain a work permit.
The 32-year-old, who has scored 70 goals in 132 league appearances for the Spanish side, is poised to exit Betis this summer after being told he will have to take a pay cut following their relegation from La Liga.
A major overhaul of the Baggies squad awaits this summer whoever is in charge with Steven Reid, Zoltan Gera and Billy Jones all out of contract and five players reaching the end of season-long loans.
Right-back Jones could yet be handed a new deal but talks are on hold until the end of the season as Albion look to rubber-stamp survival.
