It is a huge boost for City as they prepare for a visit to what has become something of a bogey ground for them - they have won only twice there in the Premier League era.
City boss Manuel Pellegrini said: "Of course, it is very important for us to have Silva back as he is a very important player to have in the squad list.
"The only player we have injured is Jesus Navas. All the other players in the squad are fit."
Silva has been one of City's most influential men this season, but there were fears his campaign was over when he aggravated his ankle problem in his side's 3-1 win over West Brom.

If City win their remaining three games they will be crowned champions for the second time in three years regardless of the results of Liverpool and Chelsea because of a superior goal difference.
City can go top by winning tomorrow because Chelsea play Norwich on Sunday while Liverpool visit Crystal Palace on Monday.
Pellegrini added: "The important thing for us is to think about what we can do, and the only thing we can try to do is win our games.
"That was our mentality last week because after Liverpool was defeated by Chelsea, if we didn't win our game, then that result wasn't important for us. So I think that mentality was important, the same mentality we have had all season."
