Arsenal were heavily linked with a move for Ginter last summer only to be told that Freiburg were not interested in selling as the transfer window drew to a close.
Manchester United, meanwhile, stepped up their interest in the 20-year-old since that time with David Moyes personally travelling to watch Ginter in action at the start of March.
Indeed, United seemed to be in pole position to land the German international after he told reporters that he wanted to play for a 'big club' just days after Moyes scouting trip.
But reports in Germany suggest that Dortmund have in fact won the race to sign the player.
The managerial turmoil at United seems to have ruled out the Manchester club and Arsenal's interest appears to have cooled.

Borussia Monchengladbach were also thought to be keen on the talented youngster, but they too have pulled out of the race with Dortmund now closing in on an £8m deal.
Dortmund have already completed deals for Dong-Won Ji, Adrian Ramos and Nuri Sahin and Ginter looks likely to be the next confirmed arrival.
And while reports suggest that Shinji Kagawa has now made the decision to stay at United, Dortmund have enough left in their transfer kitty to make a move for the Japanese playmaker should he at any point indicate he wants to return to January.
The uncertainty at United may mean that Kagawa opts to stay put for the time being, but it looks that it may have cost them an opportunity to beat Dortmund to Ginter, who had been touted as a long-term replacement for Nemanja Vidic.
