Milan have grown tired of Balotelli's antics in recent weeks and are prepared to sell him in the summer.
And that has seen Arsenal and Tottenham linked with moves for the combustible 23-year-old while there has been some speculation that a reunion with Jose Mourinho at Stamford Bridge would best serve the player's development.
But reports in Italy suggest that Milan boss Clarence Seedorf has other ideas should he remain in charge next season.

Seedorf is thought to believe that van Persie can still be pried away from Old Trafford this summer after a turbulent season under David Moyes irrespective of who replaces the Scot.
And he is optimistic that offering Balotelli in exchange could prove better value for United that whatever they would receive in the way of a transfer fee for the 30-year-old.
However, Monaco could yet thwart Seedorf's plans by making an offer too-good-to-refuse for Balotelli.
Monaco striker Radamel Falcao seemed to hint at a move for Balotelli this week, saying: "With an ambitious project like Monaco it is normal that you want major players like Balotelli."
It now remains to be seen whether the new man at United is able to convince van Persie to stay at the club, and, if he's not, whether he would be interested in bringing in a player like Balotelli - with all his baggage - as a replacement.
