Reports in Brazil suggest that Chelsea hope to have the deal tied up before the World Cup to see off interest from Roma and Real Madrid in the 25-year-old.
The former Corinthians player has endured a difficult first season at White Hart Lane, falling out of favour in mid-season despite making a good first impression.
Indeed, it is suggested that the player's agent Giuliano Bertolucci, who also represents Chelsea's Brazilian pair David Luiz and Oscar, has been instrumental in orchestrating the move.
Paulinho shares an agent with David Luiz and Oscar
Paulinho hinted earlier this season that he was not entirely happy with Tim Sherwood's style after the Spurs manager insisted no player would be picked on reputation.
But the midfielder has fought his way back into Spurs' starting line-up in recent weeks and scored in the recent 3-1 victory over Fulham.
However it seems that Paulinho could now be on the verge of his last appearances in a Tottenham shirt before making the move to Stamford Bridge ahead of next season.
