Despite interest from Premier League rivals Tottenham and Liverpool, reports suggest that Manchester United are in the driving seat to sign the Ajax star.
The 24-year-old has been a key figure in helping Ajax win their fourth consecutive domestic league title, and has received universal plaudits for his performances.
He was named the Dutch Footballer of the Year 2014 - an award won by his legendary father Danny Blind, as well as a host of stars including Luis Suarez, Wilfried Bony and Jaap Stam.
He enjoys foiling opposition attacks and is set the task of retaining and recycling possession.
With Manchester United set for a summer overhaul after a disappointing seventh-place finish, Blind may find himself filling the void left by under performing stars.
As national team manager Van Gaal would be expected to secure Blind's signature, however if de Boer finds himself appointed at White Hart lane, Spurs will consider themselves very much the favourites to land him.
