The Spaniard is half way through a two-year deal at Napoli and led the Serie A side to the domestic cup last season.
But Boudewijn Zenden - who worked as Benitez's assistant during his time at Stamford Bridge - believes that the Napoli job is just a temporary measure.
Indeed, Zenden believes that Benitez will jump at the first chance of a job in the Premier League.
There is a vacancy at Tottenham, which would have fit the bill for Benitez, but it now looks like Spurs chairman Daniel Levy will decide between Southampton boss Mauricio Pochettino or Ajax's Frank De Boer.
I'm sure that in the future he will return to England, although I do not know if it will be at Tottenham.
Zenden told talkSPORT: "Rafa loves the game and the drive of the Premier League.
"Being in Italy is only a time of transition.
"He has won a cup in Naples but I'm sure that in the future he will return to England, although I do not know if it will be at Tottenham."
It now remains to be seen whether any other vacancies arrive that could tempt Benitez to leave Napoli before the start of next season, with Southampton a possible destination should Pochettino be lured to White Hart Lane.
